Unissued stamps, offically planned, just happen to have be stamps withdrawn for
whatever reason the postal administration had. The reasons are many. Like; The motif
may not have been proper at that time, change of currency or name of country and in
many cases the offical printer/agent were too fast or a change of mind occured. etc.
